International Schools in Singapore Under SGD 35,000

The SGD 35,000 ceiling sits at the low end of Singapore's international market. Here's what's available: ranked by curriculum, accreditation and outcomes.

International Schools in Singapore Under SGD 35,000

# International Schools in Singapore Under SGD 35,000

Singapore · Fees & Costs

The SGD 35,000 ceiling sits at the low end of Singapore's international school market. The top tier, the established CIS-accredited schools with large purpose-built campuses, charges SGD 40,000 to SGD 55,000 at the senior end. Under SGD 35,000 (around USD 26,000) you are looking at a different set of schools: foreign-system national schools, smaller IB and Cambridge providers, and a long tail of CPE-registered private schools with EduTrust certification.

This is the bracket where families on partial packages, self-funded expatriates and Singapore PR households without MOE access tend to look. The schools are varied: a Japanese senior high feeding Waseda University sits alongside a Cambridge IGCSE provider at SGD 9,500 and a Swiss school running French and Swiss curricula in parallel.

TL;DR - Over 30 international schools in Singapore keep their highest year group fees under SGD 35,000 - Every private school in this list is CPE-registered; the stronger ones hold EduTrust certification or CIS accreditation - Curriculum spread is wide: British, American, IB, Singaporean, Indian (CBSE/CISCE), Korean, Japanese, French and Swiss systems are all represented - Published exam outcomes are strongest at Hwa Chong International School (IB 38.3 average), San Yu Adventist School (IB 38) and St Francis Methodist School (IB 37.8 first cohort) - Foreign-system schools serving specific national communities cluster in the SGD 20,000–28,000 band - The MOE local-stream route is closed to most foreign children, so the schools on this list are the realistic options for non-PR families seeking an English-medium or home-country pathway

What This Bracket Looks Like

The under SGD 35,000 bracket in Singapore is structurally different from the equivalent bracket in Jakarta, Kuala Lumpur or Bangkok. The Committee for Private Education (CPE) under SkillsFuture Singapore requires every private school to register and meet baseline operational standards. EduTrust certification, a four-year voluntary scheme, adds a layer of quality and financial-soundness assurance. Most schools in this list hold one or both.

A few patterns stand out across the 33 schools above.

Foreign-system national schools anchor the middle of the bracket. Swiss School in Singapore, Singapore Korean International School, Le Petite Ecole (AEFE network), Waseda Shibuya Senior High School (MEXT-recognised) and the various Indian-curriculum providers sit in the SGD 16,000 to SGD 29,000 band. These schools serve specific national communities and follow home-country curricula closely. For families targeting return to that home system, they are often the only viable choice in Singapore.

The Indian-curriculum cluster is the largest national grouping. Four schools deliver CBSE, CISCE or Indian-flavoured Cambridge pathways: Yuva Bharathi (CBSE plus Cambridge, SGD 16,567), Yuvabharathi International (SGD 22,200), DPS International (CISCE plus British stream, SGD 28,776) and Gig International School (Cambridge plus Indian, SGD 29,212). CBSE Class 10 and 12 results at Yuva Bharathi and DPS are strong, with school toppers in the high 90s.

IB Diploma outcomes appear at three schools. Hwa Chong International School at SGD 30,520 posts a 2025 IB average of 38.3, with 46.4% of candidates scoring 40 or above. San Yu Adventist School at SGD 16,832 reported a 2024 IB average of 38. St Francis Methodist School at SGD 23,806 posted 37.8 for its first IB cohort in 2021. The world IB average is around 30.

Cambridge IGCSE results are widely published. Heritage Academy, Lotus Bridge, Sir Manasseh Meyer and Knightsbridge House all share IGCSE or Cambridge Checkpoint data.

Geography is less of a constraint than in other Asian capitals. Singapore's MRT network means most areas in the table are reachable from most residential zones inside an hour. The table shows clear clusters in Thomson, Bukit Timah and the eastern corridor (Tampines, Changi, East Coast).

Schools That Stand Out

With 33 options, families need a way to filter. The schools below stand out for specific reasons, not because they outrank the rest, but because they serve distinct needs.

Hwa Chong International School, the strongest published IB outcomes in the bracket. SGD 30,520 high end, CIS-accredited, IB average 38.3 in 2025, 59.5% of candidates at 38 or above. Bukit Timah location, links to Hwa Chong Institution. For families who want IB pedigree without entering the SGD 40,000+ tier, this is the first name to investigate.

Integrated International School, holds both CIS accreditation and EduTrust certification with a specialist learning-support remit. SGD 34,651 high end. Useful for families with children who have mild to moderate learning differences.

San Yu Adventist School, the strongest IB value proposition in the bracket. SGD 16,832 high end, IB average 38 in 2024, 52% A*/A at A Level. EduTrust-certified, Thomson area. Faith-based context (Seventh-day Adventist), which families should factor in.

Swiss School in Singapore, the only realistic option for Swiss families seeking a bilingual Swiss-French pathway in early years and primary. SGD 22,090 high end.

Le Petite Ecole, AEFE-accredited French primary in Holland Village. SGD 25,599. Feeds families into the wider French system, with return pathways to France or onward to Lycée Français de Singapour at secondary.

Waseda Shibuya Senior High School, MEXT-recognised Japanese senior high in West Coast. SGD 27,723 for ages 15 to 18. Sends roughly 60 to 70 students per year on to Waseda University.

Singapore Korean International School, Korean Ministry of Education overseas school running the Korean national curriculum alongside AP and IPC streams. SGD 19,222 high end.

Knightsbridge House International School, CIS-accredited primary and lower-secondary at SGD 15,510 high end. Bukit Merah and Changi campuses. The reported Cambridge MidYis Year 7 averages are unusually high.

The Perse School Singapore, the Singapore campus of the UK independent school. SGD 30,046 high end, Bukit Panjang location, Cambridge IGCSE plus UK A Level.

What Separates SGD 15,000 from SGD 30,000

Not all schools under SGD 35,000 are interchangeable. The difference between the bottom and top of this bracket is real, and it maps primarily to four things.

Accreditation depth. At the top, Hwa Chong International, Integrated International School, Knightsbridge House and Sir Manasseh Meyer hold CIS accreditation, the most rigorous international school accreditation available. Most others hold EduTrust certification, a Singapore-specific quality mark on a four-year cycle. A small group hold only baseline CPE registration.

Teacher mix. A school at SGD 12,000 to SGD 18,000 pays teachers meaningfully less than one at SGD 28,000 to SGD 34,000. The top end of this bracket competes with the SGD 35,000 to SGD 45,000 tier for international-hire teachers. At the lower end, schools rely more heavily on locally-resident and Singapore PR teaching staff.

Curriculum coherence. Schools at the top tend to deliver a single curriculum well: Hwa Chong runs IB Diploma, The Perse runs Cambridge IGCSE plus UK A Level, Le Petite Ecole runs the French primary curriculum. At the lower end, schools more often blend Cambridge, Singaporean and home-country streams in parallel.

Campus and facilities. Schools at SGD 25,000 to SGD 34,000 tend to have purpose-built or substantially adapted campuses, dedicated sports facilities and specialist labs. At SGD 10,000 to SGD 18,000, campuses are more compact, often on commercial-shophouse or repurposed-light-industrial sites. Singapore's land scarcity makes this a sharp distinction.

The Cambridge IGCSE certificate awarded at a SGD 12,000 school is, on paper, the same certificate awarded at a SGD 30,000 school. The real question on a visit is how the curriculum is staffed and resourced.

FAQs

Which schools in this bracket have the best IB results? Hwa Chong International School posted a 2025 IB average of 38.3 with 59.5% of candidates at 38 or above. San Yu Adventist School reported a 2024 IB average of 38. St Francis Methodist School posted 37.8 for its first IB cohort in 2021. One World International School reported a 2024 IB average of 33. The world IB average sits around 30.

Are there any CIS-accredited schools under SGD 35,000? Yes. Hwa Chong International School, Integrated International School, Knightsbridge House International School and Sir Manasseh Meyer International School all hold CIS accreditation. CIS is the most meaningful international school accreditation and covers governance, teaching quality, student welfare and learning outcomes.

What is CPE and EduTrust, and does it matter? CPE (Committee for Private Education) registration is mandatory for every private school operating in Singapore. EduTrust is a voluntary four-year certification scheme administered by CPE that signals stronger management, academic processes and financial soundness. Most schools in this list hold EduTrust certification. A school listed without EduTrust may still be competent, but the family carries more diligence work.

Can my child attend a Singapore MOE local-stream school instead? For most foreign families, no. MOE local-stream places are tightly rationed and prioritised for Singapore citizens, then Singapore PRs, then international students via the AEIS exam. For non-PR families relocating to Singapore, the schools on this list represent the realistic English-medium and home-country options.

I want a Japanese, Korean, French, Swiss or Indian curriculum. What are my options? Japanese: Waseda Shibuya Senior High School for senior high. Korean: Singapore Korean International School. French primary: Le Petite Ecole. Swiss with French stream: Swiss School in Singapore. Indian (CBSE or CISCE): Yuva Bharathi, Yuvabharathi International, DPS International and Gig International School.

What about schools at the very top of this bracket? Hwa Chong International School (SGD 30,520), Stalford Academy (SGD 34,384) and Integrated International School (SGD 34,651) sit at or near the ceiling. All three are credible, with EduTrust certification across the group and additional CIS accreditation at Hwa Chong and IIS.
