GEMS Jumeirah Primary School, opened in 1996 in Al Safa, is a British primary for children from FS1 to Year 6 and the main feeder to its sister school, Jumeirah College, across the road: around 95 per cent of the college's Year 7 intake comes from here. KHDA has rated it Outstanding at more than ten consecutive inspections, including 2023–24, with inclusion and wellbeing also Outstanding, and pupils score above international benchmarks in the TIMSS and PIRLS studies. Rachel Higgins, at the school since 2003, has been principal since 2016, and staff turnover runs at around 11 per cent, about half the Dubai norm. Reviews
A long-established British primary tucked into Al Safa, and the original feeder to Jumeirah College on the other side of the road. KHDA has rated it Outstanding for over a decade, and the leadership bench under Principal Rachel Higgins is unusually settled by Dubai standards. Maths, science and reading sit above international benchmarks on TIMSS and PIRLS, the wellbeing and inclusion provision both carry Outstanding ratings, and teacher turnover runs well below the city norm. The footprint is small relative to the newer ultra-premium builds in Al Barsha and DSO, the roll runs close to 1,470 with class sizes up to 27 in years 1 to 6, and Arabic as a first language is the one area inspectors and parents keep flagging. Almost every Year 6 leaver moves on to Jumeirah College next door rather than out to Dubai College or other secondaries.

- Inspection record. Rated Outstanding by KHDA for more than ten consecutive inspections, including 2023-24, with Outstanding scores for both inclusion and wellbeing.
- Leadership stability. Rachel Higgins has been at the school since 2003 and Principal since 2016, and was given oversight of Jumeirah College from late 2022. The wider senior team has eight to fifteen year tenures, rare in Dubai.
- Academic benchmarks. TIMSS, PIRLS and CAT4 results in maths, science and reading sit above international averages and well above the Dubai private school mean.
- Inclusion and wellbeing. Around 140 Students of Determination on roll with dedicated achievement centres, and a recently introduced wellbeing model drawing on psychology and high-performance learning. Both areas hold Outstanding ratings.
- Pathway to Jumeirah College. Around 95% of Year 7 entrants at Jumeirah College come straight from JPS. Families joining the primary effectively secure a slipstream into the sister secondary.
- Teacher retention. Reported turnover around 11%, against a Dubai average closer to 20 to 25%. Parents talk about teachers who stay long enough for siblings to encounter them again.
Considerations
- Arabic provision. Arabic as a first language attainment sits at Acceptable rather than Good or Outstanding, and improving the National Agenda Parameter is a recurring inspection recommendation.
- Class sizes. Up to 27 in Years 1 to 6, which parents talk about as the main drag on what is otherwise a settled school. Foundation Stage classes run smaller at around 22.
- Site and capacity. The Al Safa campus is small next to the newer Al Barsha and DSO builds, with roll around 1,470 and a long waitlist in most year groups. Pool, sports hall, science lab and STEAM room cover the basics but families chasing scale tend to look elsewhere.
- Fees and extras. Tuition runs AED 44,200 to 55,714, mid-pack for British primaries in Dubai. Around half of surveyed families see fair value; complaints centre on add-on charges for trips and activities rather than the base fee.
